Summary
To work as an influencer in the UAE, you need two things: a trade or freelance license that covers media or advertising activity, and the Advertiser Permit from the National Media Authority. Residents get the permit free for the first three years, while visiting creators need a Visitor Advertiser Permit through a licensed agency. This guide covers costs, documents, steps, fines and tax for content creators.
Do You Need an Influencer License in Dubai?
Yes, if you promote any product, service, event or brand on social media from inside the UAE. The rule applies whether you are paid in cash, gifted a product, offered a free hotel stay or simply asked to post. Since 1 February 2026, the Advertiser Permit has been mandatory for citizens, residents and visitors who publish promotional content.
In my work with creators, the most common misunderstanding is follower count. There is no minimum, so a micro creator needs the same permit as a celebrity.
You generally do not need the permit when:
- You promote your own product, service or company on your personal account
- Your content is purely personal, with no brand promotion of any kind
- You publish educational, cultural or sports content with no advertising element (check the official guide for the exact wording)
What Is the UAE Influencer License?
“Influencer license” is the everyday name. Legally, it is a two-layer system, and most outdated guides (including older versions of this page) mix the layers up.
| Layer | What it is | Issued by | Typical cost |
|---|---|---|---|
| Business license | Trade, e-trader or freelance license with a media, advertising or social media activity | DET (Dubai mainland), a free zone, or ADDED in Abu Dhabi | Main cost, paid yearly |
| Advertiser Permit | Federal permit to publish advertising content on social media | National Media Authority (NMA) | Free for 3 years for residents, then AED 1,000 |
| Visitor Advertiser Permit | Temporary permit for non-resident creators | NMA, applied through a licensed agency | AED 500 for 3 months |
The NMA lists the resident permit officially as the Permit for an Individual to Provide Advertising or Media Content on Social Media. Older articles still call the regulator the National Media Council or the UAE Media Council. The permit was first announced by the UAE Media Council in July 2025, and the NMA now runs the service.
Once approved, your permit number must be shown clearly on your social media accounts.
Types of Influencer and Content Creator Licenses
- E-trader license (Dubai mainland): A low-cost entry for UAE residents working from home. It suits new creators testing brand deals. Read our guide to the e-trader license in Dubai.
- Freelance permit in a free zone: Popular with solo creators who also need a residence visa. See how a freelance visa in Dubai works.
- Free zone media company: Best when you hire editors, sign larger contracts or invoice international brands. Sharjah Media City (Shams), Dubai Media City and Fujairah Creative City are common choices.
- Mainland media or marketing company: Right for creators who want to work directly with UAE government and mainland clients. Explore mainland company formation in Dubai.
- Agency model: If you plan to manage other creators, look at an advertising agency license in Dubai or a digital marketing license.
Creators based in Abu Dhabi also need an ADDED license for advertising services on electronic platforms. We explain this in our social media influencer license in Abu Dhabi guide.
Mainland vs Free Zone for Content Creators
| Factor | Dubai Mainland | Free Zone |
|---|---|---|
| Work with UAE brands | Yes, directly | Yes, for online and remote work |
| Physical events in Dubai | Easier | May need extra approvals |
| Residence visa | Yes, with the right license | Yes, through freelance or company package |
| Office requirement | Home option for e-trader, office for larger setups | Flexi desk usually included |
| Best for | Local brand deals, events, growth | Solo creators, international clients |
A free zone freelance package suits most new creators. Creators earning mainly from Dubai retail, hospitality and real estate brands often do better on the mainland.
How to Get an Influencer License in Dubai: Step by Step
- Choose your activity and jurisdiction. Pick a license that clearly lists media, advertising or social media marketing. A license without the right activity is a common reason for permit rejection.
- Get your trade or freelance license. Apply through DET, a free zone or ADDED. Our team handles name approval, activity selection and paperwork.
- Secure your residence visa if needed. Freelance and company packages usually include visa eligibility. The UAE residence visa is needed for the resident Advertiser Permit.
- Complete the NMA training. The NMA asks applicants to complete its program on media laws and content standards.
- Apply for the Advertiser Permit. Log in with UAE Pass, upload your documents and submit. The NMA lists a service time of about three working days.
- Display your permit number. Add it to every social media profile you use for brand content.
- Open a business bank account. Keep brand income separate from personal spending. We support business bank account opening for creators.
Documents Required
- Valid passport copy
- UAE Pass (digital ID) and Emirates ID for residents
- Recent personal photo
- Commercial license (trade, e-trader or freelance)
- Social media account links you will use for advertising
- Proof of good conduct (no felony or dishonesty convictions)
Visiting creators also need a UAE based contract or campaign brief and must apply through an NMA approved advertising or talent management agency.
Influencer License Cost in Dubai and the UAE
The permit itself is cheap. The real cost of an influencer license in Dubai is the business license underneath it. The figures below are approximate market estimates and change with packages and visa needs.
| Item | Approximate cost (AED) |
|---|---|
| Advertiser Permit, residents | Free for first 3 years, then 1,000 (official NMA fee) |
| Visitor Advertiser Permit | 500 per 3 months, up to 6 months in total (official NMA fee) |
| Dubai e-trader license | About 1,000 to 1,500 |
| Abu Dhabi ADDED license | 1,250 individual, 5,000 business (as announced by ADDED) |
| Free zone freelance or media package | About 5,750 to 15,000 per year |
| Dubai Media City or mainland media company | About 15,000 to 30,000 or more |
| Residence visa (if needed) | About 3,000 to 7,000 extra |
If someone quotes you a single “influencer license fee” of AED 12,000 or more, ask for an itemised breakdown. You are paying for the trade license, the visa and the service, not the permit. For a full picture, see our breakdown of the cost of a trade license in Dubai.

Visitor Advertiser Permit for Foreign Influencers
Planning a campaign in Dubai from Germany, the UK or India? You cannot use a resident permit, and you cannot apply on your own. Under the NMA visitor permit rules:
- A licensed UAE advertising agency submits the application for you
- You must be at least 18 and of good conduct
- The permit lasts 3 months and can be extended, but not beyond 6 months in total
- The fee is AED 500
Many German speaking creators search for how to apply for an influencer license in Dubai (influencer lizenz dubai beantragen). The answer is the same: either relocate and get a resident setup, or work through an approved agency on a visitor permit.
Fines for Posting Without a Permit
Penalties under the UAE media law and its regulations are tiered. Fines for unlicensed social media advertising start at around AED 10,000 and rise sharply for repeat violations. Serious content breaches, such as content that insults religion or harms public order, can reach up to AED 1 million. Brands that hire unlicensed creators can also be penalised, which is why serious brands now ask for your permit number before signing.
VAT and Corporate Tax for Influencers
- VAT: Registration is mandatory once your taxable supplies pass AED 375,000 in 12 months. The rate is 5%, and gifted products may count as taxable supplies.
- Corporate tax: Individuals running a business pay corporate tax only if their business turnover exceeds AED 1 million in a year. Companies pay 0% on taxable profit up to AED 375,000 and 9% above it.
- Check registration details with the Federal Tax Authority.
We cover this in depth in taxes for influencers in the UAE. Our VAT consultancy and corporate tax services keep creators compliant.
Common Mistakes Content Creators Make
- Getting the Advertiser Permit but no trade license, or the reverse
- Choosing a license without a media or advertising activity
- Treating gifted products as “not advertising”
- Forgetting to show the permit number on TikTok, YouTube or Snapchat
- Visitors posting paid content without going through an approved agency
Expert Tip from Adil Ahmad
Plan your license around your next two years, not your first brand deal. Creators who start on a cheap license and then need a visa, staff or bigger contracts often pay twice. If you expect to earn well and stay long term, ask us about the UAE Golden Visa, which has routes for qualifying creative talent. Thinking of growing into the Gulf?
