Ifza vs Rakez free zones guide

By Adil Ahmad | Business Setup Consultant, UAE Free Zones

Summary

IFZA and RAKEZ are two of the UAE’s most cost-competitive free zones for SMEs. IFZA gives you a Dubai Silicon Oasis address and up to three activities per licence, with zero-visa packages quoted from about AED 12,900. RAKEZ in Ras Al Khaimah offers official packages from AED 6,000, up to 10 activities and real industrial land. Choose by location, activity and visa needs.

If you are a small business owner looking for an affordable UAE free zone, IFZA and RAKEZ will almost certainly be on your shortlist. I hear the same question from startups, freelancers turning into companies and small traders every week: is the Dubai address worth paying more for, or is Ras Al Khaimah the smarter value?

There is no single right answer. A consultant serving Dubai clients and a manufacturer needing a warehouse have completely different needs. This IFZA vs RAKEZ guide compares both free zones on cost, location, visas, activities and banking, using official figures wherever they are published, so you can choose with your eyes open.

License Cost: IFZA vs RAKEZ Package Prices

Price is the main reason SMEs compare these two free zones, so here are the numbers.

RAKEZ official packages. RAKEZ publishes its prices clearly:

  • Biz Starter Package: AED 6,000, with company setup in 24 hours, up to 10 activities, up to 50 shareholders and co-working membership. RAKEZ markets it to UAE-based entrepreneurs, so check eligibility. (RAKEZ Biz Starter)
  • Instant Licence Basic: AED 6,000 with 1 shareholder and 1 activity. Instant Licence Lite: AED 12,000 with up to 5 activities and 1 residence visa. (RAKEZ Instant Licence)
  • All-Inclusive Package: AED 14,000 a year with 1 residence visa, 10 activities and a shared workstation, plus a same-price renewal guarantee. (RAKEZ business setup)

IFZA pricing. IFZA does not publish a fixed price list on its website. Its packages are grouped by visa allocation, and authorised partners commonly quote zero-visa licences from about AED 12,900. Ask for a written quote that separates the licence, establishment card and immigration fees.

The honest comparison: on headline price, RAKEZ is cheaper. But compare the three-year total, including renewals, visas, office upgrades and the time you spend travelling. For a Dubai-based founder, the extra cost of IFZA is often paid back in convenience.

Both are UAE free zones, so corporate tax rules apply equally. The 0% rate on qualifying income is only available if you meet the Qualifying Free Zone Person conditions in the Federal Tax Authority guide. Other taxable income is taxed at 9%.

Location: Dubai Silicon Oasis vs Ras Al Khaimah

Location affects more than your letterhead.

IFZA is inside Dubai, at IFZA Business Park in Dubai Silicon Oasis. Dubai Silicon Oasis falls under the Dubai Integrated Economic Zones Authority, set up by Dubai Law No. 16 of 2021. For founders living in Dubai, visa medicals, document collection and client meetings stay local.

RAKEZ is in Ras Al Khaimah, the northernmost emirate, a drive of roughly an hour or more from Dubai depending on traffic. RAKEZ runs business zones (Al Nakheel and Al Hamra) and industrial zones (Al Ghail, Al Hamra and Al Hulaila), and is close to Ras Al Khaimah International Airport.

Who cares about the address? Service businesses selling to Dubai clients often prefer a Dubai address. Manufacturers and traders care more about land, warehouses and operating costs, which is where Ras Al Khaimah shines.

Visa Packages: IFZA Defined Packages vs RAKEZ Custom Quota

Both free zones link visa numbers to your package and facility.

IFZA sells packages by visa count, starting from zero visas, and lets you upgrade your allocation later as you hire.

RAKEZ builds your quota around your facility. The All-Inclusive Package includes 1 residence visa, and you can add up to 3 more at AED 4,000 each. Larger offices, warehouses or land unlock larger quotas, and dependent visas get a 20% discount on that package.

Remember that each visa also carries immigration, medical and Emirates ID costs. For a fuller picture of staff costs, see our guide on the 2-year Dubai employment visa price.

Business Activities: What Each Zone Permits

This is where the two free zones differ most.

RAKEZ lists more than 3,000 business activities across 50+ sectors on its official website. Most of its main packages let you mix and match up to 10 activities on one licence. It is also one of the few cost-competitive free zones with genuine industrial infrastructure, including:

  • Warehouses and land for development
  • Industrial zones at Al Ghail, Al Hamra and Al Hulaila
  • Shell and core offices for larger operations

That makes RAKEZ a strong choice for manufacturing, light industry, logistics and trading businesses that hold stock.

IFZA issues Commercial and Professional licences, and IFZA states that a licence can hold a maximum of three activities chosen by the shareholders. For consultants, marketing agencies, IT firms, coaches and online sellers, three activities is usually plenty.

Practical tip: if your business plan already needs more than three activities, or physical production, RAKEZ will likely fit better. If you need only one or two service activities and a Dubai base, IFZA keeps things simple.

Bank Account Opening: Which Is Easier?

This is the question clients worry about most, so let me be straight with you.

No bank approves an account because of the free zone name alone. Banks look at:

  • Your business model and expected transactions
  • Your source of funds and shareholder profile
  • Proof of UAE substance, such as a visa, office and contracts
  • Clean, consistent KYC documents

In practice, founders living and working in Dubai often find the process smoother with a Dubai-based company, simply because meetings, branch visits and address checks are easier. RAKEZ, for its part, includes support for bank account eligibility in its Biz Starter Package and offers banking assistance through its premium add-on.

Digital business banks can also speed things up for SMEs in either zone. See our review of Wio Bank for business banking in the UAE.

Which Is Right for Your Business?

Here is how I advise SME clients in real consultations.

Choose IFZA if you are:

  • A consultant, agency or freelancer who meets clients in Dubai
  • A tech, software or e-commerce founder who lives in Dubai
  • A business owner who values a Dubai address on contracts and invoices
  • Happy with up to three activities on one licence

Choose RAKEZ if you are:

  • A startup on the tightest possible budget
  • A trader or e-commerce seller who needs several activities on one licence
  • A manufacturer, industrial firm or logistics business that needs a warehouse or land
  • Comfortable being based outside Dubai, or living in the northern emirates
