The UAE has more tech-friendly free zones than most founders realise, and each one is built for a different kind of company. A SaaS startup, a fintech, a game studio and an IoT hardware maker need very different things from their free zone. Below, I compare the main options using official figures and finish with a decision matrix by tech type.

What Tech Companies Need from a UAE Free Zone

Before you compare prices, match the free zone to your business model. These are the factors I check with every tech client:

  • The right IT activities. Software development, IT consultancy, cloud services, AI, cybersecurity and e-commerce platforms are often separate activities. Make sure all of yours fit on one licence.
  • Talent and visas. Tech companies hire fast. Check how many visas your office or desk allows and how easy it is to scale.
  • Ecosystem. Incubators, accelerators, investors and other tech firms nearby can matter more than a few thousand dirhams in fees.
  • Regulation. Fintech, crypto and health tech often need a regulator’s approval, which only certain zones offer.
  • Physical space. Hardware, IoT and data-heavy businesses may need labs, warehouses or industrial units, not just a desk.
  • Corporate tax. Free zone tech companies may pay 0% on qualifying income only if they meet the Qualifying Free Zone Person conditions in the Federal Tax Authority guide. Many software sales to UAE customers are taxed at 9%, so plan early.

Do not overlook Dubai Internet City. Many comparison guides skip it, yet it is the UAE’s best-known tech district. According to Dubai Internet City, it hosts 4,000 businesses and over 31,000 tech professionals, contributes 65% of Dubai’s tech sector GDP, and is home to companies such as Google, Nvidia and PayPal, plus the in5 Tech incubator. Dubai Silicon Oasis (DSOA): Government Tech Campus

Dubai Silicon Oasis is a government-backed technology park under the Dubai Integrated Economic Zones Authority (DIEZ). Its startup heart is Dtec, the Dubai Technology Entrepreneur Campus.

What Dtec offers, according to DSO:

  • Described as the largest tech startup co-working space in the Middle East, at 108,000 sq ft
  • 1,000+ startups from 90 countries
  • Co-working desks, fixed desks, work pods and MVP labs for building prototypes
  • Accelerator programmes, business matchmaking and fundraising support
  • Access to Oraseya Capital, DIEZ’s investment arm, with a dedicated AED 500 million fund

Best for: early-stage tech startups that want a community, mentoring and investor access, plus founders who need lab space to build a minimum viable product. IFZA (Within DSO): Cheapest Tech Company Setup in Dubai

IFZA sits at IFZA Business Park in Dubai Silicon Oasis, so you get a DSO address at a lower cost.

  • Activities: IFZA states that a licence can hold up to three activities, which works well for combinations such as software development, IT consultancy and web design (IFZA)
  • Cost: IFZA does not publish fixed prices; partners commonly quote zero-visa packages from about AED 12,900
  • Workspace: flexi desks, dedicated desks and private offices at IFZA Business Park

DIFC and DMCC: Financial Tech and Commodity Tech

DIFC for fintech. If your product touches payments, lending, wealth or capital markets, DIFC is a natural home. Financial activities are regulated by the Dubai Financial Services Authority (DFSA). For non-regulated tech, DIFC’s Innovation Licence costs USD 1,500 a year, subsidised for 2 to 5 years, and covers sectors including AI, FinTech, InsurTech, RegTech, HealthTech, EdTech and e-commerce. DIFC reports 1,933 AI, FinTech and innovation firms as of H1 2026 (DIFC H1 results).

DMCC for AI, crypto and gaming. DMCC has grown into one of Dubai’s largest tech communities. According to its 2025 results, technology is now its largest sector with more than 4,000 companies, and its Crypto, AI and Gaming Centres together host over 1,000 companies. DMCC lists packages for these centres at AED 31,000 each on its official packages page.

Consultant’s view: choose DIFC when regulation and financial-sector clients matter most. Choose DMCC for crypto, AI or gaming studios that want a specialist community and a JLT address.

Dubai Design District (d3): Creative Tech and Design

d3 is part of TECOM Group and describes itself as the region’s first and largest design district, focused on design, fashion and art (d3).

What d3 offers tech-minded creatives:

  • Offices, co-working desks, retail space and light industrial units

Best for: UX and product design studios, creative agencies using technology, fashion tech and digital art businesses.

A note on gaming: many guides list d3 as a gaming hub, but d3’s official site focuses on design, fashion and art.
