Do You Need an NOC to Change Jobs in the UAE
For most private sector employees, no. Since Federal Decree-Law No. 33 of 2021 took effect in February 2022, you do not need your employer’s NOC to move to a new job. You resign in writing, serve your notice period (usually 30 to 90 days), your employer cancels the work permit, and your new employer applies for a new permit through MOHRE.
An employer NOC can still come up when:
- A new employer asks for it as part of its own hiring checks
- You transfer within the same free zone and the authority requests it
- You work in a regulated profession such as healthcare or education
- Your contract has specific early exit or non compete terms
If an employer refuses to release you or delays your cancellation without a lawful reason, you can raise a complaint with MOHRE. Never stop working without proper notice, as an absconding report is far harder to fix than a missing letter.
NOC Letter for Work Permit and Part-Time Jobs in the UAE

- On a work visa: The second employer applies to MOHRE for a part-time work permit. Under the current flexible work rules, your main employer’s approval is not always mandatory, but many HR teams still ask for an NOC, so check before applying.
- On a family visa: You need an NOC from your sponsor (usually your husband or father) plus a work permit from MOHRE before you start work.
- Fees: The MOHRE part-time work permit has been reported at AED 100 for the application and AED 500 for approval, usually paid by the employer.

Property, Ejari and Construction NOC in Dubai
Property NOCs carry the highest money and time stakes.
- Developer NOC: Required before a resale transfer at the Dubai Land Department. It confirms there are no unpaid service charges. Fees range from about AED 500 to 5,000.
- Ejari cancellation NOC: Before cancelling Ejari, the landlord and tenant agree on termination, and some landlords issue a written NOC. Cancellation through the Dubai REST app is free.
- Renovation NOC: Apartment works usually need a landlord NOC, a building management NOC and, for structural changes, Dubai Municipality approval.
- Building and utility NOC: Contractors apply for the DEWA building NOC for electricity and water, which DEWA lists as free. Roadside or right of way work goes through the RTA e-NOC system.

- Confirm the requirement. Ask the receiving authority for its exact document list and wording.
- Identify the issuer. Employer, sponsor, landlord, developer or government body.
- Send a written request. State the purpose, the authority and any deadline.
- Attach supporting documents. Passport, visa, Emirates ID, contract or title deed.
- Pay any fee. Developer and government NOCs often carry a charge.
- Collect and check the letter. Names, numbers, purpose, signature and stamp must be correct.
