Summary
A holiday home license in Dubai lets you rent property to guests for short stays legally. Homeowners can register their own units directly with the Department of Economy and Tourism (DET), while companies managing other owners’ properties need a trade license with the Vacation Homes Rental activity. Each unit needs its own permit. This guide covers both routes, costs, Tourism Dirham, VAT and FAQs.
What Is a Holiday Home License in Dubai?
A holiday home license, often still called a DTCM license, is the permission to rent a furnished apartment or villa to tourists on a nightly or weekly basis. The old Department of Tourism and Commerce Marketing (DTCM) is now part of the Department of Economy and Tourism (DET), which regulates every short term rental in the emirate.
Without a valid permit, you cannot list a property on Airbnb, Booking.com or any other platform. Platforms check listings against DET records and remove unpermitted units, and DET can fine owners and operators who rent illegally.
Two things are licensed separately:
- The business or owner: registered with DET as a homeowner or as a licensed operator
- Each property: every apartment or villa needs its own holiday home unit permit
Do not confuse this with a home based business license, which lets residents run small businesses from home. A holiday home license is specifically for short term tourist accommodation.
Homeowner Permit or Operator License: Which Route Fits You?
| Factor | Homeowner Route | Holiday Home Operator |
|---|---|---|
| Who it suits | Owners renting their own property | Companies managing other owners’ units |
| Trade license needed | No | Yes, Vacation Homes Rental activity |
| Number of units | Limited to your own units | Scalable portfolio |
| Manage others’ properties | No | Yes, with DET authorisation |
| Typical setup cost | Low, mainly permit fees | Trade license, office, staff and insurance |
Choose the homeowner route if you own one or a few units and want to host them yourself or with family help.
Choose the operator route if you plan to build a short term rental company, manage properties for landlords, or scale beyond your own units. If you are deciding between models, our guide on how to start an Airbnb business in Dubai compares them in detail.
Holiday Home Classification: Standard or Deluxe
DET classifies every unit as Standard or Deluxe based on its finish, furnishing and amenities. The classification affects the Tourism Dirham you collect from guests and what guests expect.
- Standard: clean, fully furnished and equipped for a comfortable stay
- Deluxe: premium location, higher quality furnishing and extra amenities
DET can inspect units and upgrade or downgrade a classification, so list the category that truly matches the property.
Step by Step: Holiday Home Permit for Homeowners
- Confirm the property is eligible. Check building rules and get a developer or owners association NOC if required. Villas usually need to be in a gated community or approved commercial location.
- Create a DET account on the Holiday Homes system using your Emirates ID or passport. The account name must match the title deed.
- Add your unit and upload the documents below.
- Pay the unit permit fee and receive your permit.
- Set the classification as Standard or Deluxe.
- Display the permit inside the unit and add the permit number to your listings.
- Collect and file Tourism Dirham every month.
Tenants can also host, but only with the landlord’s written authorisation on the DET form.
Step by Step: Holiday Home Operator License
- Form a mainland company. Choose an LLC or sole establishment through our mainland company formation in Dubai service.
- Reserve a trade name and add the Vacation Homes Rental activity.
- Lease an office with Ejari. See our Ejari registration guide.
- Get your DET trade license and register as a holiday home operator.
- Arrange insurance covering guest damage from a UAE licensed insurer.
- Sign property management agreements with owners and get DET authorisation to act for them.
- Register each unit on the DET Holiday Homes system and set its classification.
- Hire staff and open a corporate bank account for guest payments and owner payouts.
Operators often add related services later. Our guides on the property management license in Dubai and brokerage license in Dubai explain those activities.

Holiday Home License Cost in Dubai
DET updates fees from time to time, so check the current amounts on the DET system before paying. Typical costs are:
| Cost Item | Approximate Cost (AED) |
|---|---|
| DET Holiday Homes account registration | Around 1,520 one time |
| Unit permit per year | Around 370 for a one bedroom, up to about 1,200 per unit |
| Permit amendment or cancellation | Around 70 |
| Operator trade license (mainland) | 15,000 to 30,000 per year |
| Office lease with Ejari (operators) | 20,000 to 60,000 per year |
| Guest damage insurance (operators) | 2,000 to 10,000 per year |
| Furnishing and setup per unit | 20,000 to 80,000 |
| Platform commission | Usually 3% to 20% per booking |
For homeowners, the main ongoing cost is the yearly unit permit. For operators, compare these with our guide to the cost of obtaining a trade license in Dubai.
Tourism Dirham, VAT and Corporate Tax
- Tourism Dirham: collected from guests per bedroom per night, around AED 10 for Standard and AED 15 for Deluxe units. It is charged for up to the first 30 nights of a stay and filed with DET by the 15th of each month. Late filing brings penalties.
- Municipality fee: check with DET whether a municipality fee applies to your bookings, as published rates vary.
- VAT: short term holiday home stays carry 5% VAT. Register with the Federal Tax Authority once taxable income passes AED 375,000 a year. Our guide on VAT on real estate in the UAE explains how rental income is treated.
- Corporate tax: operator companies pay 9% on taxable profit above AED 375,000. Individual owners should check whether their rental income falls within the tax rules. Our corporate tax services can advise.
Holiday Home Rules and Guest Standards
DET expects every holiday home to meet basic safety and service standards:
- Working smoke detectors, fire extinguisher, fire blanket and first aid kit
- Clear emergency exit information and contact numbers in the unit
- Clean linen, towels, toiletries and a stocked kitchen
- Guest registration and records kept for at least three years
- Fast response to guest complaints and building rules
- Compliance with DET sustainability requirements
Is a Holiday Home Business Profitable in Dubai?
Yes, for well located and well managed units. Dubai welcomes millions of visitors every year, and many prefer apartments to hotel rooms for longer or family stays. Short term rentals in prime areas such as Downtown, Dubai Marina, JBR, Palm Jumeirah and Business Bay often earn more than annual leases, especially in the cooler tourist season.
Returns depend on occupancy, nightly rate, service fees and how well you control costs. Investors who also want residency should look at the UAE Golden Visa property route.
Best Areas for Holiday Homes in Dubai
Location drives occupancy more than anything else. Areas that consistently attract short stay guests include:
- Downtown Dubai and Business Bay: Burj Khalifa views, Dubai Mall and business travellers
- Dubai Marina and JBR: beach access and nightlife for leisure tourists
- Palm Jumeirah: premium villas and apartments for luxury stays
- Dubai Creek Harbour and City Walk: newer communities with strong family demand
- Jumeirah Village Circle and Al Barsha: value options with good monthly yields
Before buying for holiday letting, check the building’s rules on short term rentals and the service charges.
Common Mistakes to Avoid
- Listing a property before the unit permit is issued
- Ignoring building or developer rules on short term rentals
- Choosing Deluxe classification for a Standard unit
- Missing the monthly Tourism Dirham filing
- Managing other owners’ units without an operator license
Expert Tip From Our Consultants
Start as a homeowner to learn the market, then move to an operator license once you manage three or more units or start taking on other owners. Track occupancy and nightly rates monthly, and price around Dubai’s events calendar. A well run operator company can also expand into tourism services. See our tourism agency license and hotel business in Dubai guides.
Frequently Asked Questions

Can a tenant run a holiday home in Dubai?

What is the difference between a holiday home permit and an operator license?
A homeowner permit covers your own units. An operator license is a company trade license that lets you manage holiday homes for other owners.

What is the Tourism Dirham for holiday homes?
A per bedroom per night fee collected from guests, around AED 10 for Standard and AED 15 for Deluxe units, filed monthly with DET.
