What to Look for in a UAE Freelance Permit Free Zone
Before comparing prices, check these five points:
- Permit or licence? A freelance permit (often called a sole proprietor licence) is issued in your own name. A small company licence, such as an FZE or FZCO, creates a separate legal entity. Both can support a residence visa, but a company licence gives you more flexibility to hire and grow.
- Activity coverage. Your exact profession must be on the approved list. Media zones only accept media-related work.
- Visa route. Check whether the package includes a residence visa or if you pay for it separately.
- Address and client perception. Some clients prefer to see a Dubai address on your invoices.
- Renewal cost. First-year promotions can hide higher renewal fees.
Federal option worth knowing. Freelancers can also get a freelance work permit from the Ministry of Human Resources and Emiratisation (MOHRE). Abu Dhabi’s Green Visa for freelancers requires a MOHRE freelance permit, a bachelor’s degree or equivalent, and self-employment income of at least AED 360,000 a year for the previous two years, or proof of financial solvency, according to ADDED.
Fujairah Creative City: Most Popular Freelance Permit
Creative City, the free zone authority in Fujairah, has long been one of the go-to choices for budget freelancers. It runs a dedicated freelancers’ services activity category and markets itself to content creators, influencers and consultants on its official website.

- A dedicated freelancers’ services activity category
- Wide range of media, creative and consultancy activities
- A UAE residence visa can be added to your package
Trade-offs: your licence address is in Fujairah, not Dubai. For most remote freelancers this does not matter, but some corporate clients notice it.

IFZA: Dubai Address Option for Freelancers
Here is a myth I see often: IFZA does not market a freelance permit. In its own guide on freelance visas vs business licences, IFZA recommends a business licence (FZCO) for independent professionals, because it allows more activities, hiring and growth.

If you work in media, tech or education, two specialist routes are worth a look.
GoFreelance (Dubai Media City and TECOM communities). twofour54 (Abu Dhabi). twofour54’s freelance route is a Sole Proprietor (Freelancer) licence issued by Abu Dhabi’s Creative Media Authority, aimed at gaming, production, content creation and media professionals (twofour54). twofour54 has run fee waivers for new freelance applicants in the past, so check current offers. Applicants typically provide a CV, references and either a work offer or a business plan.
Best for: journalists, photographers, filmmakers, content creators, developers and educators who want a specialist community and are happy to work within its activity list.
